"Do Photographs tell the truth? Do they ever lie?"

Yes, Photographs can lie but also can tell the truth. It depends if you edit it or not. You just need to look at any magazines or models. The most are not that perfect how they look on the picture. Mostly Photoshop helped them to have smaller faces, more breasts, skinnier legs and bellies.

"Which is more descriptive, a text that describes an event, 
or an photograph? Why?"

After my opinion a photograph is way more descriptive as any text. I think you can try to describe something as good as possible, but you would never "see" the same picture in your head as the writer originally had. Every mind will have another thought how the place, the people, scenario is looking. 
But when you have a picture, a photograph from this specific thing everyone will and can see how it looks like, what is going on and why someone want to share it with us.
